    1. BLACK SWAN 17 INTENSE ACTIVITY PERIOD STARTS 071000Z OCT 2017.
    2. BLACK SWAN 17 Interoperability Net will continue to operate on Ch 4 during Build-Up period 4-6 OCT:
      1. Morning session 1000Z
      2. Evening session 0000Z
    3. BLACK SWAN 17 will suspend 60M operation at 081955Z OCT 2017 to yield for FEMA Region V net held on Ch 4. BLACK SWAN 17 will continue operation on Ch 4 at the conclusion of that net through ENDEX 151000Z OCT 2017.
    4. Participating organizations should originate welfare traffic as appropriate. Twenty recipients for exercise welfare traffic can be found on BLACK SWAN 17 web site at https://sites.google.com/view/blackswan/2017/traffic-destinations.
    5. SITREPs are to be sent from SIMCELLs to participating EOCs per local plans. SITREPs from any participating organization in or near Iowa, Illinois, Indiana, or Ohio may also be sent via the amateur traffic system to any of these participating stations. Use of Digital Traffic Net / National Traffic System Digital is encouraged.

    6. ARRL Ohio Section will transmit regular bulletins via Ohio Digital Emergency Net, OHDEN. Stations are encouraged to monitor the frequency to copy bulletins. https://www.theohden.org/events/black-swan-17/
    7. Controllers are to advise players of the following EXERCISE INFO according to their procedures:
      1. SEVERE WEATHER IS FORECAST FOR REGION FROM IOWA THROUGH ILLINOIS AND INDIANA TO OHIO THROUGH SUN 8 OCT.
      2. DEVELOPING SYSTEMS ARE EXPECTED TO BRING STRONG STORMS, INCLUDING DAMAGING WINDS AND HAIL, AND FLASH FLOODING.
      3. IOWA AND ILLINOIS EXPERIENCED ISOLATED INCIDENTS OF SEVERE WEATHER, WITH WIND GUSTS IN EXCESS OF 60 MPH AND MEASURED RAINFALL OF UP TO TWO INCHES PER HOUR. THOSE STORMS ARE MOVING THROUGH INDIANA AND OHIO TODAY.
      4. SPOTTER ACTIVATION WILL TAKE PLACE THROUGHOUT IOWA, ILLINOIS, INDIANA, AND OHIO.
      5. FORCES ARE CALLED TO MONITOR FOR DEVELOPMENTS AND ADDITIONAL INSTRUCTIONS.

Various plans call for situation reports (SITREPs) to be delivered as formal traffic via the traffic system. Note that SITREPs in an exercise on behalf of an agency or as part of emergency operations carry TEST PRIORITY precedence and are therefore handled ahead of TEST WELFARE traffic.

All reports should be TERSE but CLEAR. These may be transmitted over HF in poor conditions. Try not to exceed 25 words/groups.
