BULLETIN – UPDATE 3

HURRICANE HARVEY – SE TEXAS FLOODING

Please distribute to all traffic nets and EMCOMM organizations

This bulletin is a summary of current information about traffic operations relating to the SE Texas disaster area provided by our Central Area Coordinator, Steve Phillips (K6JT) as of August 31 at 0355Z. Please see prior bulletins for additional context.

----

The storm has moved north of Houston and some areas are drying out.  A shortage of gasoline is anticipated through the south with prices rising already due to the refineries being shut down for nearly a week now.  Lines are forming at the pumps as of this evening.

Texas State Operations Center (SOC) – QSX:

The SOC in Austin at Department of Public Safety Headquarters will continue in operation today.  The operator will be Kevin Dunlevy (N5KOD).  Roy Walker (WA5YZD), Assistant State RACES (Radio) Officer will be monitoring from his home station to assist Kevin. Frequencies monitored will include:

·         5371.5

·         7290.0

·         Armadillo Network

Possible Volunteer Opportunities:

John Galvin (N5TIM), Assistant Section Emergency Coordinator – Operations, provides the following information:

Many probably want to volunteer and assist in the aftermath of Hurricane Harvey. Here is a link to a web site from FEMA listing a number of volunteer opportunities you may want to share. By going with a known volunteer group, you have some assurance of being accepted and may have some logistical support. These agencies should also inform those that want to volunteer of what is expected of them and the anticipated conditions in which they will be working.

John reports that he has not checked any of the links on this web page so check it out carefully. This link is provided as an information source and not a recommendation.

To date there have been no requests for communications help for South Texas. Do remind those that do want to volunteer that ARES does not self-deploy.

Shelter List and Staffing:

The latest Red Cross Shelter list is now on the ARRL South Texas Web Site:

   www.arrlstx.org

Roy Walker, Assistant State RO reports that only 2 of the sites have been staffed with radio operators.

The above site also has some very useful information about frequencies, communications networks and operations plans.
